Joan Serrano Laufer, LMSW, ACSW
Joan Serrano Laufer, LMSW, ACSW, has been the Executive Director of Queensboro Council for Social Welfare for almost 30 years. After receiving her MSW from the University of Michigan, she returned to NYC and worked with community organizations, including community centers, and programs for people with disabilities. Through these experiences she acquired knowledge and skills in program development, grant writing and group dynamics. One of the favorite parts of her job, is serving as a field instructor for social work interns from many of the NYC universities.

Carol Levner
Carol Levner has worked with Queensboro Council for Social Welfare for the past five years. She started in the fall of 2013 as a volunteer and joined the staff as Office Manager in 2017. She studied at Harpur College, SUNY Binghamton & NYU. Carol worked in Human Resources as a Staffing Specialist and Manager. Through these experiences Carol has been able to work in the Non-Profit Sector and pursue her passion in working on Housing Rights and the Homeless.

Leilani Blira-Koessler
Leilani has been the Community Outreach Coordinator for QCSW since August 2017 . She is responsible for scheduling and planning events at locations throughout Queens County where speakers are brought to educate the public on various topics, such as housing issues and domestic violence. She is also responsible for maintaining reports of what occurred at these events. Leilani previously worked as a community liaison for two NYS Assemblypersons, and has earned degrees in Business Administration and Management from Queensborough Community College and St John’s University.

Carl Dindail
Carl Dindial has been the part-time Bookkeeper/Accountant of Queensboro Council for Social Welfare since 2004. Since then, he has earned his Bachelor of Business Administration in Accountancy from Baruch College, CUNY. An important member of our team, his assignments at QCSW involve not only the application of general accepted accounting principles within a not-for-profit environment, but also serving as the network administrator, website planner/designer, and the application of VPN technology.

Luis Carchi
Luis Carchi came on board with the agency on 2018. His perspective of giving back to the community is the example of sharing his passion and knowledge within the technology field. His experience has played a significant role in designing our website. Luis has helped us to execute a live and vivid site.
